John David Millett was born in Indianapolis, Indiana, March 14, 1912. His father and mother were born in Posey County, Indiana, in 1884 and 1886, respectively. One grandfather was a political worker and contractor; the other grandfather was a physician. His father was a school teacher and then a long-time business man in Indianapolis.
John D. Millettt graduated from Public School No. 66 on the northside of Indianapolis in January, 1926, and from Shortridge High School in June, 1929. Shortridge was then a college preparatory school and was located in downtown Indianapolis on Pennsylvania Avenue until it moved to a new site on North Meridian Street in December, 1928. His class was the first class to graduate from the new building.
Millett graduated from DePauw University with Phi Beta Kappa honors in June, 1933. He had been editor of the student newspaper, president of the college fraternity chapter (Phi Delta Theta), president of Sigma Delta Chi (honorary journalism fraternity), and a member of Blue Key. His major was political science, with minors in history and economics.
The year 1933-1934 was spent in travel around the world in the company of his principal college professor and faculty adviser. They spent a month Japan, two months in China, a week in the Philippines, six weeks in India, a month in the Near East, and three months in Europe.
John Millett married a fellow DePauw student, Catherine Letsinger, on September 2, 1934, and entered graduate study in the Faculty of Political Science at Columbia University that same month. Mrs. Millett was a student in the School of Journalism, Columbia University, and received her B.S. degree from Columbia in June 1935. Millett received his A.M. degree at the same time.
In September 1935 Millett became a teaching assistant at Columbia, and simultaneously began three years as a part-time instructor at Rutgers University. During the summer of 1936 he served on the staff of the President's Committee on Administrative Management in Washington, D.C. In September 1937 he became a full-time instructor in the School of General Studies at Columbia, and recieved his Ph.D. degree in January 1938. His dissertation on the New York City WPA was published in the autumn of 1937
In 1938-1939 Millittee, his wife, and infant son spent the year in London on a postdoctoral fellowship of the Social Science Research Council. He studied at the London School of Economics and Political Science with Professor William Robson. His book on the Unemployment Assistance Board was written at this time and was published in London by George Allen and Unwin. . . . The Milletts spent six weeks on the contintent in May and June, returning to the United States in July ahead of the outbreak of World War II.
Although appointed a full-time instructor in Columbia College for 1939-1940, Millett resigned the position to become assistant secretary of the Committee on Public Administration of the Social Science Research Council. The Committee for several years received substantial grants from the Rockefeller Foundation. Millett was involved in the research program of the Committee, and completed a major study sponsored by the Committee.
In April 1941 Millett left the Social Science Research Council to join the staff of the National Resources Planning Board in Washington. Luther H. Gulick, professor of public administration at Columbia and president of the National Institute of Public Administration, had agreed to serve as a consultant to the NRPB on post-defense planning. Gulick asked Millett to serve as his full-time assistant. The federal government had discovered that the expansion of defense production in 1940-1941 was being hampered by a business fear of another depression. The NRPB was asked by President Roosevelt to begin efforts to convince business leaders and others that a depression was not an inevitable consequence of the defense effort.
After December 7, 1941, defense planning became war planning, and post-defense planning no longer had the urgency of a year earlier. In 1942 Gulick and Millett were drawn into war planning, and this effort eventually led to Millett's commissioning as a major in the Army of the United States as of July 1942, assigned to the office of the Commanding General Services of Supply (later in 1943 renamed the Army Service Forces). The Commanding General of the A.S.F., General Brehon B. Somervell, had been administrator of the New York City WPA when Millett wrote his dissertation about the WPA.
During the war years Millett prepared various reports and Congressional testimony for General Somervell, managed the General's staff conferences, and participated in various administrative management studies for the Army Service Forces. He was promoted to the rank of lieutenant colonel in the autumn of 1943 and to the rank of colonel late in 1945. He was personally decorated with the Legion of Merit for meritorious wartime service by General Somervell just before Somervell's retirement from the Army at the end of 1945. Millett later wrote a book about the Army Service Forces, and contributed the biographical sketch of Somervell in the Encyclopedia Britannica.
As of July 1, 1945, Millett was appointed Associate Professor of Public Administration in the Department of Public Law and Government, Graduate Faculty of Political Science, Columbia University. He was to begin his professorial duties upon release from military service. He took up his professorial appointment on February 1, 1946.
In 1947 Millett was recalled to active duty as a lieutenant colonel in the Army of the United States and served on a special mission of the Under Secretary of War in Germany to prepare a study of German experience in mobilization of industrial resources during World War II. The report was completed and submitted to the Under Secretary in the autumn of 1947.
In 1948 Millett was promoted to full professor at Columbia, and during 1948-1949 served on three task forces and as assistant to the executive director of the first Hoover Commission (Commission on Organizatoin of the Executive Branch of the Government, 1947-1949). In 1949 he was asked to serve as executive director of the Commission on Financing Higher Education, a study group sponsored the Association of American Universities and funded by the Rockefeller Foundation and the Carnegie Corporation of New York. This enterprise continued until 1952, with Millett doing part-time teaching at Columbia during these years. He also participated in a study of New York City planning. He received an honorary degree from DePauw University in June, 1950.
In 1952-1953 Millett was the part-time director of the Cleveland Commission on Higher Education, preparing a study of the educational resources of the metropolitan area and evaluating the need for a public community college in Cleveland.
In March 1953 Millett was appointed the Sixteenth President of Miami University, Oxford, Ohio. He assumed the position on July 1, 1953. He was to remain there for eleven years. During these years he participated in three planning studies of higher education needs in Ohio, served for four weeks as a consultant to the the University of the Philippines, was a consultant on two occcasions to the Ford Foundation, beecame a trustee of both Educational Testing Service and the College Board, served as president of the American Society for Public Administration, was president of the State Universities Association and secretary-treasurer of the National Association of State Universities, and was a consultant to the Office of Education in Washington to establish the administrative machinery to implement the Higher Education Facilities Act of 1963. For many yearshe was a member of the R.O.T.C. Advisory Committee for the Department of Defense.
In March 1964, Millett was selected to be the first Chancellor of the Ohio Board of Regents. He was active in the State Higher Education Executive Officers Association, serving as its president. He continued his active role in his college fraternity, becoming president of the General Council in 1972. He served a second term as a trustee of Educational Testing Service, and as first chairman of the newly created National Academy of Public Administration. He also served as a trustee of the Institute for American Universities in Aix-en-Provence.
In March 1972 Millett retired and became Chancellor Emeritus of the Ohio Board of Regents. At the same time he was invited by Dr. Alvin C. Eurich to join the Academy for Educational Development as a vice-president. In 1980 Millett and his wife returned to Oxford for their retirement years. He died in November 1993. ["John D. Millett." John D. In March 1953 Millett accepted an invitation to become President of Miami University, Oxford, Ohio, a post he held for eleven years. As President, he undertook a major overhaul of the University's administrative structue and initiated major long-range planning and construction programs to prepare Miami for the future influs of the Baby Boom generation. He also participated in three planning studies of higher education needs in Ohio, served for four weeks as a consultant to the University of the Phillipines, was a consultant on two occasions to the Ford Foundation, became a trustee of both Educational Testing Service and the College Board, served as president of the American Society for Public Administration, was president of the State Universities Association and secretary-treasurer of the National Association of State Universities, was was a consultant to the Office of Education in Washington to establish the administrative machinery to implement the Higher Education Facilities Act of 1963. For many years he was a member of the R.O.T.C. Advisory Committee for the Department of Defense.
By 1964, Millett was recognized as one of the nation's leading University presidents and authorities on higher education administration. In March 1964, he was selected to be the first Chancellor of the Ohio Board of Regents. In addition to his duties as Chancellor, he was active in the State Higher Education Executive Officers Association, serving as its president. He served a second term as a trustee of Educational Testing Service, and as first chairman of the newly created National Academy of Public Administration. He was also a trustee of the Institute for American Universities in Aix-en-Provence. Millett retired in March 1972 and was named Chancellor Emeritus of the Ohio Board of Regents. At the same time he was invited by Dr. Alvin C. Eurich to join the Academy for Educational Development as a vice-president, and he continued involvement in projects connected with higher education. In 1980 Millett and his wife returned to Oxford. He died in November 1993.
